RE: BAIL BONDS AND ARRESTS

Dear Chief Morgan,

Pursuant to our conversation on November 6, 2001 regarding unauthorized making of bail bonds.

Whenever you arrest on a charge originating in Anderson County, please transport defendant to the jail for booking where we have personnel qualified to take fingerprints and submit them using AFIS system and do photographs etc. Defendants will be allowed to post bond (on proper forms) with bonding companies authorized to do business in Anderson County Courts.

Without following these procedures proper criminal records cannot be kept, statutes are violated and it is easy to charge police with misconduct with bonding companies.

It's part of our history that our Sheriff went to federal prison because of this.
