Please see the attached memo. Whenever warrants or capias are issued, the defendant should be served and proper booking procedures followed at the jail - photo, finger-prints, etc. Then the arrestee can be released pursuant to what the judge has ordered (pretrial release, bond) or citation pursuant to TCA 40-7-120 after booking and processing.

Neither the District Attorney nor the defense attorneys nor the judges can monitor all the papers that are issued.

The only safeguard we have against mistakes is to follow procedures and not replace them with informal courtroom arrangements.
